The Dialogue Series
Some of the most important conversations in conflict prevention never happen — until now. The MPSI Multi-Stakeholder Dialogue on Media, Peace and Security was created to be the platform that doesn't yet exist. Since 2020, it has brought together the people who shape public information and the institutions that maintain public safety — not to debate each other, but to understand each other, and to make shared commitments to the communities they both serve.
Overview
Not a one-off event — a structured, recurring series
The MPSI Dialogue is not a one-off event. It is a structured, recurring series — rooted in evidence, convened at one of Africa's foremost peace and security institutions, and designed to produce outcomes that outlast the room.
What sets the MPSI Dialogue apart is its deliberate cross-sectoral design. Participants do not sit in separate panels speaking past each other. They sit together — as equals with a shared stake in the outcome — to address the real challenges that shape public trust, information integrity and peaceful societies.
Each edition brings together
- Journalists, editors and media practitioners
- Security institutions — police, armed forces, intelligence, immigration
- Electoral bodies and democratic governance actors
- Peacebuilding organisations and civil society
- Public policymakers and government representatives
- Researchers and academic institutions
2020 Edition
The First Conversation
The inaugural Multi-Stakeholder Dialogue on Media and Security was convened in 2020 ahead of Ghana's general elections — a moment when the relationship between media reporting and electoral security had never been more consequential.
Bringing together journalists, security actors and electoral institutions for the first structured dialogue of its kind in Ghana, the 2020 edition established a foundational truth: that media and security cannot effectively serve the public without understanding each other's roles, constraints and responsibilities.
The 2020 Dialogue set the foundation for everything that followed.

"Safeguarding Peace Before, During and After Elections: The Role of Media and Security Actors"
KAIPTC Auditorium, Teshie, Accra · Tuesday 8 October 2024 · 9 am
The second edition of the Dialogue marked a significant step forward — in scale, in institutional representation and in the quality of commitments produced. Convened at KAIPTC ahead of Ghana's December 2024 elections, it brought together a cross-section of Ghana's most senior peace and security leadership:
Hon. Henry Quartey
Minister for the Interior
IGP Dr. George Akuffo Dampare
Inspector General of Police
Mrs. Jean Mensa
Chairperson, Electoral Commission of Ghana
Dr. Jonathan Sandy
Head, Peace and Security Cluster, AU ECOSOCC
Albert Kwabena Dwumfour
President, Ghana Journalists Association
Alongside these leaders, the Dialogue convened representatives from Ghana's armed forces, police, immigration, fire, customs and navy services — as well as journalists, civil society organisations and the National Peace Council.
The result was a landmark gathering — the most significant convening of media and security actors in Ghana's recent history.

Key outcomes
Commitments across four areas
Responsible Reporting
Participants committed to strengthening standards for conflict-sensitive and peace-oriented reporting, particularly during electoral periods.
Media-Security Collaboration
Security institutions and media organisations agreed to establish clearer channels of communication and mutual understanding — reducing the mistrust that too often undermines both.
Protection of Journalists
Participants affirmed the importance of journalist safety and freedom of the press as foundational to a functioning democracy and a credible information environment.
The MOU
In the wake of the 2024 Dialogue, KAIPTC and KCC formalised their partnership through a signed Memorandum of Understanding — establishing MPSI as the permanent institutional framework for this ongoing work.
What comes next
The 3rd Multi-Stakeholder Dialogue on Media, Peace and Security — 2027
Building on the foundations of 2020 and 2024, the 3rd edition of the Dialogue will bring together an expanded cross-section of media, security, electoral and civil society actors — with a sharper focus on early warning, digital misinformation and the media-security interface in the context of Africa's evolving conflict landscape.
The 3rd Dialogue will also receive and respond to findings from MPSI's training programme — creating a direct line between the journalists trained in the classroom and the institutional commitments made in the dialogue room.
